I'm thinking that you have a 1 or 3 phase motor in a damp situation and want to wrap an element around the windings to help dry out when it's not in operation through a timer relay. This is pretty standard, but maybe you could consider a totally encapsulated or to rtv registers and use insulative paint on windings to prevent moisture in first place!. One rather starts with a heater as one decides how much heat one needs, then one choses a fan for better transfer of that heat to the object (medium) supposed to be heated.
