With a motor operating on a VFD, the torque is limited by the flux in the iron and that can not be increased beyond the full speed density.
At half speed, because the flux can not be higher than the full speed flux, the torque is the same as the full speed torque. Power equals torque time speed, so equal torque at half speed results in half power.
